Where do I start when building my own street racing car?

I do not plan on using this car to do anything illegal but I want to have a cool, custom car I will be noticed in. But I don’t know where to start. Any ideas on what to do first or where to go to get parts? It is an 04 Chrysler Sebring LTD, 2 door, convertible.
